The Department of Ecology is hiring a Cost Recovery & Operating Budget Analyst (Budget Analyst 4) (In-Training)within the Toxics Cleanup Program (TCP).
Upon hire, you must live within a commutable distance from the duty station.
Schedule:
This position is eligible for telework and flexible schedule options.
A minimum of one day per week is required in the office.
Schedules are dependent upon position needs and are subject to change.

Duties
As the Cost Recovery and Operating Budget Analyst, you will have expertise in and be responsible for independently the Toxics Cleanup Program's cost recovery efforts. Cost recovery generates approximately $10 million per biennium in Model Toxics Control Capital Account revenue. Some of your duties will include:
Invoice Monitoring: Facilitate the quarterly invoice for formal cost recovery and assist with updating all cost recovery records as needed. Perform quality control checks on invoices from the Attorney General’s Office on a monthly basis.
Reporting: Generate, review, and analyze reports related to cost recovery regularly, which includes monthly delinquency reports, quarterly reports to Program Leadership Team, and supporting cost recovery data in legislative reports. You'll also provide trend analysis and policy recommendations from reporting on cost recovery.
Training and Project Manager Support: Provide training to Toxics Cleanup Program (TCP) staff to support all cost recovery processes.
Revenue Forecasting & Cost Recovery Rate Increases: Analyze past revenue generation trends to support activities for future revenue projections and associated budget assignments.
Quality Control: Regularly audit cost recovery systems to ensure compliance with program and Agency policy.
In this role, you'll also be responsible for coordinating and awarding federal grant applications supporting cleanup work and cleanup policy initiatives, as well as supporting program and agency budget and finance activities. You'll interface with a variety of internal TCP and agency central budget and fiscal staff, as well as customers, consultants, contractors, and federal agency counterparts in your day to day work, while working as part of a collaborative, dynamic and engaging team!
Qualifications
This position offers an in-training plan and may be filled at the Budget Analyst (BA) 3 or 4 level, depending on your qualifications. If you qualify at the BA3 level and are hired, you will progress through an in-training plan to become a BA4 within a specified time period.

Pay Range 54, $4,865 - $6,539 monthly
Eight years of experience and education:
Experience in budget, finance, accounting or related field.
Education from an accredited institution in business, finance, public administration, accounting, economics, or related field.
Examples of how to qualify:
8 years of experience.
7 years of experience AND 30-59 semester or 45-89 quarter college credits.
6 years of experience AND 60-89 semester or 90-134 quarter college credits (Associate’s degree).
5 years of experience AND 90-119 semester or 135-179 quarter college credits.
4 years of experience AND a Bachelor’s degree.
2 years of experience AND a Master’s degree or higher.
At the Budget Analyst 4 level (Goal Class)
Pay Range 61, $5,783 - $7,779 monthly
Nine years of experience and education:
Experience in budget, finance, accounting or related field.
Education from an accredited institution in business, finance, public administration, accounting, economics, or related field.

Desired Qualifications:
Experience performing duties in a state agency in accounting and budget.
Knowledge of and experience working with automated statewide budget/allotment systems, financial reporting systems, and fiscal note system.
Advanced skills in Microsoft Excel.
Knowledge of and experience working with federal grants.
Knowledge of and experience developing and maintaining a chart of accounts.
